If my ex-husband/partner filed a 1065 showing distributions to me which were never received, is that filing a false tax return?

first, you should talk to your ex about not receiving the distributions and the tax return. if your ex is non-responsive then see a tax lawyer. what if he did in fact mail them out, but they got lost in the mail. I would say there is nothing wrong with the way he prepared your k-1.
First if you are in a partnership you should have access to the bookkeeping and know what is going on. Next you should get educated on the form 1065 & the K-1 that is issued to you from the 1065 that the partnership files ... you are taxed on your share of the profits even if none are distributed to you. Please seek local professional assistance to understand what you are involved with.
