I run a special district in California with 5 employees. Do I need to include Box 12 DD on my employees W2s or is my district exempt?

W2 box 12 is subject to applicable federal laws so your special district is not exempt from reporting your employees' health care costs under federal law. You'll still need to enter that amount.
