I have to file schedule E because I got $592 from oil well. Do I have to file premier to do schedule E?

Yes, if you are using TurboTax Online, you will require Premier or higher as those are the only versions that support Schedule E.

You could use any version of TurboTax Desktop (CD/Download product) as every version supports all forms.
