I cannot delete my RITA Form 37. When I delete them, they say they are deleted, but are still showing up.

Is there anything I can do to fix this?

You don't need to fix it. The RITA form cannot be e-filed.  So, just don't print and mail it, and it won't be filed.

Re-enter the Ohio program. 

At the screen, in the Ohio program, titled 
 "A few things before we wrap up your state taxes"
      scroll down to Ohio City taxes. 
Or, later
"Your 2018 Ohio Taxes are ready for us to check"
    -Click Other situations
    -Scroll down to Ohio City taxes. 

On the next screen, Tutbotax (TT) will not let you un-click the RITA selection. Click continue. On the next screen (RITA Municipal Income tax), click "Done with RITA".  The next screen will allow you to Delete the RITA info and form 37.
