Scroll down to the subheading "Other Deductions and Credits", and click on Start for "Other Deductible Expenses".
There are three screens here. Only the third one will put entries on line 16 of Schedule A ("Tell us about your other expenses"). Note that the expenses on the second screen ("Did you have any of these less common expenses?") were eliminated in the Tax Cut and Jobs Act of 2017 and so will not appear on Schedule A.
This means that to put something on line 16 on Schedule A, it needs to be

I cannot even enter data in the schedule a form in the forms view
Easy step only permits a limited number of situations. Even if I go to the forms I am not allowed to enter the information. This is a problem.
If you are trying to enter a valid deduction for Schedule A, line 16, then try going to Federal > Deductions & Credits > Other Deductions and Credits > Other Deductible Expenses and click Start or Update. Going through this section will place a valid deduction on line 16.
No. This does not work for me. I am trying to enter qualified legal fees, and there appears to be no way to do this with Turbo Tax.
This is a shortcoming in Turbo Tax. There are additional qualified expenses according to IRS publication 529. Although the IRS will allow these deductions, TurboTax will not.
Please help!
Why are these legal fees, "qualified"?
