With online TurboTax you must use Self Employed and in order to set up an account with EQF Employer Quick Forms, you need to pay for the software first.

Are you asking about preparing 1099 forms to give out? No you can't use any version. To prepare W2 and 1099s you need either the online Self Employed version or the Desktop Home & Business program or the separate Desktop Turbo Tax Business program if you need to file a 1120 or 1065 Business return.
Looks like you are in the Turbo Tax Business program? In the Windows Home & Business Desktop program or the separate Business program you can prepare W2 & 1099 on your computer using the built in W2/1099 Reporter or online using the Quick Employer Forms.
i meant, any year version to print this years 1099's. I.e. can I use 2020 Turbotax for Business for 2021 1099's?
Sorry no. You have to use the current online Self Employed version using Quick Employer Forms or the 2021 Desktop Home & Business or Business program.
