1099-NEC for oversea payees

I'm trying to create 1099-NEC forms.  My business have some oversea payees that live overseas.  But it looks like the Quick Employer Forms (https://quickemployerforms.intuit.com/) allows US address only.  What should I do?

1099-NEC for oversea payees

There is no need or obligation to issue forms 1099-NEC to overseas contractors.

What if the payees are US citizens live overseas?  If they have to file tax return, I think they'll need the 1099. Thanks!
