I have read and also know that I can leave the SSN part blank and then report it to the IRS. But how can i do that when it doesn't allow me to?

You will need to report your SSN to file electronically. If you wish to leave it blank, you will need to print and mail your return with an explanation to the IRS why it is omitted on your return.
I don't understand your question. If you are filing a 1099-MISC (because you are a business that made a reportable payment to someone else) you need to include the tax number of your business and of the person you are issuing the 1099 to.
If you are reporting income from a 1099-MISC, it should already have your own tax number as recipient, and the tax number of the payer.
In any case, you can't e-file any documents without the tax numbers. You would have to file by mail. Turbotax error checking protocol probably won't let you complete your document with a blank SSN, so you might need to enter a fake SSN and then cover it with white-out on your printed return before you mail it.
