Why do I have to download a software to make an amendment when I didn't use the software in the first place?

Because online is only for 2017 now. So you have to amend it on your computer. If you amend before online closes each Oct then you can do it online.

Your other options are to get the paper forms from the feds & state or use a paid preparer.
