Why would a completed tax form be listed as "pending" to IRS for 6 hours?

Turbo Tax.I think my questions was answered but it would have saved many frustrations trying to understand why the form is still pending. I can't file my state because of this.

I completed a 2210 as part of my federal filing and still received a huge penalty like it wasn't even submitted at all. How do I reconcile this?
