Why isn’t the option to deduct your fees from my return available ? Does that mean it will sometime in the future, ...or?

This seems highly suspect that now all of a sudden It cost fees to file my taxes, I can’t start over, and you are unable to deduct from my return? Why is that?? It doesn’t give any information on why or how long that is the case.
