Why did'nt turbotax online give me a option for the prepaid visa card?

im filing through turbotax but it did'nt give me the option for the prepaid visa card why is this?

There are two possible reasons you weren’t able to get a card:

1. You're using the TurboTax CD/Download software or the IRS Free File Program delivered by TurboTax.

Only TurboTax Online and the TurboTax mobile app offer the Turbo® Visa® Debit Card.

2. Your application couldn’t be approved or wasn’t completely processed.
