If there is no record of your return, or the system says the information is wrong, please make sure you are entering the correct social security number, filing status, and refund amount.
To verify your refund amount:
If you filed a Form 1040, the Refund Amount is shown on Line 20a.
If you filed a Form 1040NR, the Refund Amount is shown on Line 73a.
If you filed a Form 1040NR-EZ, the Refund Amount is shown on Line 23a.
If you filed a Form 1040PR, the Refund Amount is shown on Line 13a.
If you filed a Form 1040SS, the Refund Amount is shown on Line 13a.

If you filed a Form 1040NR, the Filing Status is shown on Page 1, Boxes 1 through 6.

First, did you efile? If so, and if you used Online TurboTax, log in to your account and confirm at the Tax Home that your efiled return was accepted.
If it was accepted, then be sure you have waited at least 24 hours after your efiled return was "accepted" before using the IRS "Where's My Refund" tool.
When using the IRS WMR tool, be sure you enter the correct SSN and filing status.

Use only the Federal refund amount. Do not use any combined total refund figure that includes the state refund.
Look at your actual 2019 return to get the Federal refund amount. Be sure you are using what is displayed on your Federal Form 1040, Line 21a for the Federal refund amount.
And if you are paying your TurboTax fees out of the Federal refund, use the Federal amount without regard to the fee subtraction; i.e., the amount before any fees are subtracted.
You can also try phoning the IRS refund hotline. I've seen it work for some users before when the WMR tool didn't.
