That is a little hard to follow. Who took 10,000 from your bank account? What is the description on it? Was it the IRS or the state? Were you expecting the tax due to be deducted from the other refund? Sorry it doesn't work that way. At the end Turbo Tax shows you the Net federal and state combined. But that is only for your own info. You will still get the full refund and separately have to pay the tax due.
So check your federal 1040 return lines 35a for refund or line 38 for a tax due. Same for state, which is it? Refund or Tax Due?
Were you having the Turbo Tax fees deducted from your refund? If Turbo Tax keep trying to charge your bank account for the fees then your refund is taking too long to get. But you still have to pay the fees by a certain date. See What happens if they reduce your refund or don't send it in time......

If you don't pay they will automatically debit your bank account. Then when the IRS does send your refund they won't take the fees out again. See How do you justify debiting my account?
