The IRS will not make a direct deposit to a foreign bank account. You can have your tax refund mailed to you in the form of a paper check which you will need to deposit in your bank account

When your refund is approved the check comes from the US Treasury. I do not know how long it takes for a check to travel through the mail to your country.
