Solved: When should I file an amendment?

I've done my taxes and I owe money. I just received a Form 1099-B. Should I amend now, or wait until I've paid the initial amount owed? (I'd planned on paying on the payment deadline date)

IRS is asking if I filed this tax return. I am not sure how to respond since I did ask TurboTax to file the return. How should I respond to this question?
