It's asking if you were "required" to file state taxes based upon your tax situation. Some people live in states that don't have an income tax. Some people are not required to file based upon their income, but had tax withheld, so they file in order to receive a refund.  While most people that are required to file do so, not everyone does.  If you were working and filed a state return, you should answer Yes.
