When I filed taxes it said I wasn't eligible for the EITC for the year of 2019 even though I earned less in 2021 but I gave birth to dependent in 2021 can I still claim?

So I filed for the EITC because my income for 2021 was less than the income for 2019 but it said I don't qualify and neither does my dependent but I gave birth in 2021. After I filed taxes the IRS sent me a letter saying I was eligible for it but didn't apply but TurboTax is still telling me I'm not eligible

Did you tell the program that your child lived with you all year which is the correct response.

It doesn't let me get that far. I think it's because my child wasn't born until 2021. But it only asks me about 2019 and them I say yes I want to use that and it says I'm not eligible

Go back to the MY INFO tab and edit the child ... you must choose the option that the child lived with you all year.   Then revisit the EIC area again ... and it is possible you are not reading that screen carefully enough ... even if you earned less in 2021 your EITC could be more using the 2021 earned income.
