What version of MAC OS is needed for Turbo tax 2019?

2018 Requires 10.12 or higher.

2019 will require 10.13 or higher.

(TurboTax supports the Mac versions that Apple supports with the Apple developer tools and Apple will drop 10.13 from the tools before the 2019 version is released.)

I am running Catalina 10.15.2 but it will not open the download. Message reads "cannot be opened because Apple can check it for malicious software.  Any suggestions? What to do?

No.  10.13 or later is required as answered already in this thread.
