I clicked on amending a previous return when filing for the state taxes and decided not to. Now the return can not be e-filed. Why? I am not requesting an amendment?

What tax year are you asking about ?  2018 ?

2018? You have to unamend first, as the system still thinks your are amending, and an amended return cannot be efiled.
