What is the easiest way to amend my Federal Return? I just e-filed my Federal Return and it was Accepted by the IRS.

Only a portion of the state tax paid was on my Federal Return, therefore we owed money to the state.  With the correction in Turbo Tax it shows that we do not owe the state but are due a refund from the State.  Should I send the amount owed to the state and then after I get my refund from Federal File a 1040X?

You could do exactly that.  Sine amended returns can only be filed by mail and it can take the IRS up to 16 weeks to process them and the state possibly just as long , sending the state what you owe now could prevent a lot of demands for payment.  When you are ready, here are amend instructions:
