What is the delay on TurboTax in filing the California State tax return? I was told Jan 12th then later in January and now mid-February.

Did you already e-file your federal return?  If so you have to wait for the federal to be accepted.  The state will not accept a state return unless the federal return has been accepted by the IRS.  And the IRS will not begin to accept e-files until January 23.  So you really have no need to rush to file CA .   It cannot be accepted yet anyway.
