What is the available date to pay for my refunds with my returns since its not available at the current time

WHEN  your return CAN be efiled ( you pass the REVIEW tab with no errors) AND you qualify to use the Refund Processing Service ( which has an ADDED EXTRA fee of $39.99 ($44.99 in CA)) that option will be presented to you in the FILE tab step 2. 

Check the review tab  to see what is holding you up ... then if you can pay the TT fees with your own CC or Debit Card ... if you do not have one then you can get a Debit Visa card at most stores for $5 now a days ... load enough on it to pay the TT fees and save yourself $35 bucks ... you can even have the refunds Direct Deposited to that Debit card if you register it and the card allows it ... read the fine print.
