still waiting on the social security office but if I dont receive it in time, how should I proceed?

Well as you already know you can not claim her on your return without her social security number.The only option would be to  file the return and later amend it when you get the social security number.The IRS will accept an amended return up to 3 years after the date you filed the original return or within 2 years after you paid the tax due on the return, whichever is later.
