If you itemized deductions on your 2021 federal return you have to say that you received a 2021 state refund no matter how the refund was used.   If you used standard deduction on your 2021 federal return you do not have to enter the 2021 state refund amount at all.

if you itemize in 2022 you are entitled to take the amount that was taken to pay prior state taxes (but not the penalty or interest portion) even if you did not itemize in 2021.
