Please revisit the previous question that states "Did you have any use tax purchases" If the answer is "No", then there should be no entry in the question asking for a positive amount.

Year later on this but still an issue! Filled out Ohio tax return, answered question regarding out of state purchases requiring Ohio use tax as "No". Trying to file taxes electronically, but keeps coming back to this item with "Use tax purchases shouldn't be less than or equal to zero". Cannot file returns without changing this but I have nothing to put into this field. Paid the state tax filing fee. How can I get this done.

Do you have anything on your return that makes you responsible for a use tax, perhaps a home office? Ohio is more aggressive than most states. See Ohio Use Tax - Ohio Department of Taxation.
