You will only see the amount that is owed for the current tax year. If you have a refund the IRS will subtract the amount you owe and then send the remainder to you.

Contact the IRS at 1-800-829-1040 M–F, 7:00 a.m.–7:00 p.m., local time.

If you owe for prior years the IRS will automatically take it out of any refunds you get.

I am quite sure that I don't have a refund because I didn't pay taxes since August 2016.

@TurboTaxShaB thank you! I will explain my case clearly because I didn't explain all the details at first. Sorry. Here it is: I am a teacher on J1 Visa. We thought that we are exempted from tax for 2 years according to PH-US treaty however, we just knew that we are only exempted if we will NOT stay for more than two years. So, from August 2016-December 2017, I did not pay taxes.  I filed my tax last year but it showed “0.”  This is my 3rd year and when I did my tax return it showed that I owe taxes. I wonder if my tax return reflects all the taxes I owe from 2016-2017. I am sure I won’t get a refund because I didn’t pay any taxes so they can’t subtract any debt. Should I file another tax return for 2016 even if I already filed that tax return with “0” tax debt. Thank you.

There are a few things that you need to consider related to your tax situation.

First, as a J-1 visa holder you are exempt from the physical presence tax (PPT) and you file a nonresident US income tax return where you report your US sourced income only. Also under the PH-US income tax treaty, if you are here as a teacher, your income is exemption under the treaty for a 2 year period. So if this is your only source of US income then you would not need to pay any US taxes on this type of income for 2016 and 2017.

If you arrived Aug 2016, then your 2 year period would be from Aug 2016 to July 2018. After this you would be considered a US resident if you meet the PPT and would need to include your income on a US income tax return (Form 1040). However, since your counting period starts in July 2018, then you will not meet the PPT and would be considered a nonresident alien for 2018 also (unless you make an election to be treated as a dual-status alien).

So you will only need to report income earned in the US that falls outside the 2 year treaty exemption period on a US nonresident state income tax return (a 1040NR) which is not supported by TurboTax.
