Why does my tax return include vouchers to pay for 2019 taxes?

TurboTax will automatically create 2019 estimated tax payment vouchers if you ended up owing taxes with your 2018 return.  You are not required to make estimated tax payments for 2019, but they are a recommendation to prevent one from having to owe taxes again for 2019.
