Are you using 2021 software?   If you could be claimed as someone else's dependent for 2021, or if you had too much income you do not qualify for the recovery rebate credit, whether you received it or not.   Could someone else claim you as a dependent for 2021?   What was your filing status for 2021---and how much income did you have for 2021?

My income was ruffly 15000 and no one claimed me as dependent. On irs.gov on my account says I am eligible to claim my 2021 recovery rebate credit for 1400. Yet, TurboTax says I cannot.

There are only two reasons you would not be eligible for the $1.400 Recovery Rebate Credit on the 2021 tax return -

1.  You are being claimed as a dependent on your 2021 tax return

2.  Your 2021 AGI on Line 11 of the Form 1040 is more than -

• Single or Married filing separately—$75,000
• Married filing jointly or qualifying widow(er)—$150,000
• Head of household—$112,500

You may have answered something incorrectly.  Check again in My Info and see if you said you could be claimed as a dependent.   And check the income amount you entered and make sure you did not misplace a decimal or add a zero to it.

Go back to the Personal Info section at the top left of the desktop program screen.  Edit your information and verify that you did NOT select you can be claimed as a dependent.

Look at your Form 1040 Line 11 and make sure the amount shown on line 11 is less than the AGI for your filing status.

Click on Forms on the upper right of the TurboTax desktop editions for Windows, upper left for a Mac.  The Form 1040 will be shown on the left side of the screen when in Forms mode.

If you don't qualify, that's why you never received it.
