Turbo Card withdraw limits????

I have the Turbo Card ( obviously ) and my refund is on there. I had to use it at 3 different ATMs yesterday to withdraw 1400.00 to deposit into my bank account. It would not let me withdraw any more money from any atms after that. Today I tried to withdraw money and it said limit exceeded. How can I exceed the limit when I have not even used it today????? It wouldn't even let me withdraw 20 dollars!!!!

Is there a way or a certain ATM I have to use to get more money off this ridiculous card? 

Can I use moneygram or western union to wire transfer the total amount on my card to my bank? 

I read you can take out 3000.000 on a calendar month. I only did 1400.00.  So whats the deal how can I get more money out??? Will never use this card again what a mess.
