No it can't be both Accepted and Ready to Mail. Accepted means you efiled and the IRS Accepted it for processing, so you are done. Ready to Mail mean you haven't filed yet and have to print out and mail your return. If you think you efiled, you can check your efile status here,
https://turbotax.intuit.com/tax-tools/efile-status-lookup
When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile.
When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
Or did you mean your taxes are NOT accepted?
If your account says Printed or Ready to Mail that means you have to actually print out your tax return and mail it to the IRS yourself. If you have not mailed it yet you can try to switch to efile.
In TurboTax Online, sign in to your account.
Select Tax Home in the left menu.
Scroll down to Your tax returns & documents.
Select 2023, and then select Add a State (you're not actually adding a state, this just gets you back into your return).
