It's not clear what your question is. Are you asking whether the IRS says you have to confirm your address? We have no way of knowing what communications you get from the IRS.
Or are you saying that the IRS did say you have to confirm your address? If so, where did they say that? Did they call you on the phone or send you a text, an email, or a letter in the mail?
The IRS will not contact you by phone, email, or text. If that's how you were contacted it's a scam and you should not respond. If you got a letter in the mail it's probably legitimate, and you should follow the instructions in the letter. But how did the IRS send you a letter if they don't know your address? If you want to be sure, call the IRS at 800-TAX-1040 and ask them if they sent the letter.
