Technically no, if you paid for your TurboTax fees using the Refund Processing Service (where you allow TurboTax to deduct its fees from your federal return), your refund will either be handled by Civista Bank of Sandusky, Ohio or Green Dot Bank.
The IRS will release your refund to one of these banks who plays the role of a "middle man". Once they receive the refund they will give TurboTax its fees and then deposit your funds into your bank account. This usually happens simultaneously.
If you need to contact somebody about your refund, do not contact the bank directly. Instead, go to the Santa Barbara Tax Products Group website for assistance.
