It may be the reason, but until you receive the letter from IRS you won't know for sure. Unfortunately, you will need to wait until you receive the IRS letter.

I received the same "take action" Notice which scared the hell out of me.... But I received my letter and turns out I owed $20 from 2015. I paid it online but now I'm wondering how long it will take for them to release my money.

Tax Topic 151 just refers to your appeal rights.  Meaning if you don't agree with what the letter says you owe,  you have that right to appeal.  It will also be in the letter they send you.
