I made an error on my son's 2019 return, due to not using cents (which is how I was taught) it caused a $1 error. It has been 10 months and he still does not have his refund. He finally got a letter in July asking for copies of all the W2's, which he sent via mail. Months later he finally got someone on the phone and they said to fax it. Which he did, finally the beginning of December he finally got someone on the phone and they said it must be on someones desk that it will probably be another 21 days. He can't even check the status now, any suggestions on what he or I can do to help him. This has also caused him to not get stimulus money, which his family of 4 can really use.

Yes. First you should contact the Taxpayer Advocate Service (TAS).
TAS is an independent organization within the IRS. Our job is to ensure that every taxpayer is treated fairly and that you know and understand your rights.
The stimulus payments will be reconciled on the 2020 tax return. Do not wait to resolve the 2019 tax return. When you have all of the tax documents to file 2020, file it. This will speed up the receipt of the stimulus payments because they will no longer use the 2019 return.
The IRS is not accepting tax returns until February 12th, but you can file with TurboTax whenever you are ready.
