Hello, my state (CA) refund shows issued yesterday 2/8/2024. If having fees paid via my fed refund and being an EITC filer, will this delay me receiving my state refund?

No, the federal procedures have nothing to do with your state tax refund.

State refund does not affect Fed nor does the Fed affect the state refund.
