Will irs mail 2019 1040-es vouchers or are they trying to save a buck knowing I use Turbo Tax and can print my own?

I've been a TT user for over 20 years.   I've always received 1040-ES vouchers with envelopes.   So far this year nada.

Sometimes they send them , sometimes they don't...it seems fairly random who they send them to and who they don't.

Arrrrgh, wouldn't you know it.   I start moaning about the vouchers, then they arrive in this afternoon's mail.
