So I’m confused. The website says that the IRS is not accepting returns until 1/29 but I got an email saying my federal return was accepted by the IRS ON 1/22.

You are correct, the IRS website does state that they will not begin accepting Tax Returns until 1/29/18. 

However, the IRS does process some Tax Returns early as part of it's testing program. 

Although your return was processed early, your refund still will not be processed until after 1/29/18.
