Service charges taken out of tax refund

Hello.  The IRS is taking its time to issue my tax refund.  I recently received a letter in the mail for me to confirm my identity with them.  Turbo tax has sent me a bill for the services because the IRS is taking so long to issue my tax refund.  When they do issue it, will Turbo Tax still be taking out the charges from my tax refund since it is taking so long?  I would rather the charges be taken from my tax return.  Please someone help answer my question.  Its only a matter of time that my identity will be confirmed and my tax return issued with the IRS.

TURBOTAX TOOK MONEY OUT OF MY BANK ACCOUNT

Did you choose to have your TurboTax fees deducted from your federal refund?  Is your refund taking an unusually long time to arrive?  Or was your refund seized to pay a debt you owed? if so, you signed an agreement that says TT can withdraw its fees from your account.  TurboTax would have sent several emails to you before they took the money out of your account.

It says.....
Note: If the IRS releases your refund after you've paid your TurboTax fees, we won't deduct your TurboTax fees twice. However, we still deduct the Refund Processing fee, if any.
