Second Stimulus check missing and line 30

Hi,

I never received my second stimulus check although "wheres my payment" said it was mailed to me. (I live abroad) I assume it was lost in the mail (not uncommon for Brazil). I claimed the Recovery Rebate Credit on line 30 as instructed by Turbotax. I have since learned that there is a trace my payment function. I have tried to contact the IRS but they are so overwhelmed that I can never get through to this "trace my payment" service. My question is should I persist to try to make a "trace my payment" or will the line 30 Recovery Rebate Credit be sufficient?

Yes, you should still request the trace because otherwise the IRS will just correct the Recover Rebate amount to match their records.

If you cannot reach anyone by calling then you can mail or fax a completed Form 3911, Taxpayer Statement Regarding Refund. Please see How do I request a payment trace to track my first or second Economic Impact Payments? for detailed instructions.

It is impossible to get through on the IRS phone line. How do I fill out the 3911 regarding this second stimulus payment?

TurboTax does not support this form, because it is not part of the tax return. However, you can use your tax return to enter the details of the refunds you did not receive.  You can fill it out online or on paper and mail it.

First check the stimulus payments the IRS has on file for you.

    • Get My Payment - Select the button Get My Payment to see if your information is current based on the payments you did receive.

The tax return Form 3911 is mailed to an address depending on where you live.

    1. If you live in Alabama, Florida, Georgia, the Carolinas, or Virginia, send form 3911 to the Department of Treasury, Tax Services Center, Atlanta, GA 3991-0002.
    2. If you live in Kentucky, Louisiana, Mississippi, Tennessee, or Texas, send an email to the Department of Finance, Internal Revenue Service, Austin, Texas 73301-0002.
    3. If you live in the District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, or Vermont, send an email to the Department of Treasury, Internal Revenue Center, Andover MA 05501-0002.
    4. If you live in Arkansas, Connecticut, Delaware, Indiana, Michigan, Missouri, new Jersey, new York, Ohio, Pennsylvania, Rhode island, or West Virginia, send a letter to the Treasury Department, Internal Revenue Center, Kansas city, MO 64999 -0002.
    5. If you reside in any other state, please mail it to the Department of Treasury, Tax Services Center, Fresno, California, 93888-0002.

The primary purpose of Form 3911 is to trace missing payments rather than determine eligibility or the accuracy of the amount. You should only file Form 3911 if a substantial amount of time has passed since you filed your tax return or your economic impact payment was considered sent to you by IRS.

Recover rebate that was mailed out in January or February 2021. The post master returned the checks. we have been. On our 2020 Taxes on line 30. Recovery rebate should have been $1,200 instead of $3,600. IRS

reviewed and marked $0 so I didn't receive the $1,200. I was going to pay Turbo Tax $110. out of the refund.

With this error I would like the refund $110. Thank You Norma A Hersha

You will need to look at your Form 1040.  If you claimed the rebate recovery credit, it will show up on Page 2, line 30 of your Form 1040 as the Recovery rebate credit.  See the sample form below.

    Recovery Rebate amount

If the amount on this line is blank, you did not claim the Recovery Rebate Credit and will need to amend your tax return to claim it.

How to amend your 2020 return

If there is an amount on this line, the IRS has reviewed its records against what you entered as being received in stimulus payments and made corrections accordingly.  They should notify you in writing of any adjustments made.
