I received a letter from the IRS regarding my 1040 tax form for dec31,2021. They provided me with my tax Id number and control number. I didn’t file 2021. What should I do? Should I access my transcripts?

You may be looking at a a scam letter.

Yes ... access your IRS account to verify nothing was filed under your SS#.  And beware of calling any number on that letter as it may be a scam/phishing notice.
