Once you have filed any interaction with the IRS must be with you.
The problem with the IRS letter is it is confusing and lists only possible reasons for the adjustment.
Not the actual reason in your situation.
That is likely a generic letter, in order to get the actual reason that applies to you, you would need to contact them at 800-829-1040 as only they can tell you why they reduced your refund and what they did not approve of with your dependent.
I contacted the IRS today and was told they could not talk to me now to call back another day I guess will have to continuecalling.
That sounds like the list of generic reasons they give if they changed the Recovery rebate credit on line 30. How much is on 1040 line 30?
Did you not get the 3rd Stimulus payment? Or qualify for more? Line 30 is only if you didn't get the full amount or qualify for more. The IRS shows they already sent it to you.
Double check your bank statements and Check your IRS account (both accounts if married)
I have $1200 on line 30,

If the IRS thinks they sent it to you but you didn't get it request a trace for a missing third Stimulus payment
That’s it. The IRS determined that you got that amount already.
