Refund for State Filing

I had to pay 29.99 for a state return. The state is making me mail my return. How do I get 29.99 back?

The TurboTax account fees are for use of the software to assist in completing a tax return. The account fees are the same whether the tax return is e-filed or printed for mailing.

State Preparation is free... and can also be done on ea. state website... the filing is 29.99 as stated when you're asked to purchase the state E-file for 29.99
