I just recently received a 1098E that they forgot to send me in 2017. I was already maxing out the student loan interest deduction so this amount would not affect my tax return. Do I still need to file an amended 2017 return even though my refund amount would not change?

I agree that the answer above is correct. If there is no change in the amount of student loan interest you claimed compared to the 1098E received you would not need to amend your return.
Also, for future reference, keep in mind that there is a time limit for filing an amended return resulting in a refund. You must file it within three years after you filed the original return, or within two years after you paid any tax due from that return—whichever is later.
