Why is my amend return not working its says transmission didn't go through

We cannot see the rejection notice or transmission error you are getting.  What does it say when you try to e-file the Form 1040X?

what year are you trying to e-file/ only a 2020 return that has successfully been e-filed is eligible for e-filing an amendment.
