Why has my return (with Form 8396) said I could file on 2/3/22 for the last 2 weeks and now on 2/3, it says I can't file until 2/17/22?

Yea, I’ve used TT since 2006/2007, I may look into another company next year, since I’ve already paid and am stuck, at this point.
