When you live and work outside the US you should not get a refund. Tirbotax is saying I get a tax return

Just because you work and live outside the US, doesn't mean you will not receive a refund for sure.  If your tax withholdings and credits/deductions are greater than your total tax, you will get a refund.

I realized I entered my income in W2 which is incorrect. You need to scroll down and enter in another area. Doing this I came up with no refund. Of course, then it made me realize how little tax they pay in the US compared to the country I live in.  However, this is fine with me!
