When uploading new documents to Tax years before 2021, I cannot view uploaded documents (i.e. for 2020)

It looks like upload is complete but when I view documents from the specified year I get the welcome screen and don't see any documents. I even tried uploading to the current year (2021) and then setting the tax year to my desired year, but have the same result. Perhaps it's a bug?

Not sure what you are trying to do.   The online software is only for 2021 returns --- you cannot change or "re-set" the year.   And you cannot import information to a  past year return.   If you are working on a past year return  (which can only be done using the CD/download software for the specific year) then you will not be able to import data because the sites that allow that only have data available for 2021 now.

What "new documents" are you trying to do something with?   What exactly are you trying to do?
