I have ended up needing to amend 2018 (only State), 2019 (both), and 2020 (both) tax returns. Since this started as a result of a software bug, I got the help of a TurboTax escalation expert. When we finally finished, he mentioned to me that if they could be sent to the same address, it would be less confusion for the IRS, but that I would need to make sure that the address they specified for each was the same. I have checked and it is not.
If you have faced this before, what would you recommend?
1. Send the three returns to the 2018 address with a cover letter indicating that the reason why they are all sent there is so that they are processed in order.
2. Send each of the returns to the address specified with a cover letter for the "2019 amend department" saying, "make sure the 2018 amendment is processed first" and a cover letter for the "2020 amend department" saying, "make sure the 2019 amendment is processed first."
1. sounds better to me than 2. in terms or processing time for them also and less confusion, but I need to assume that the "2018 amend department" is OK with getting extra work 🙂

First, let me say that I do NOT recommend sending them all in the same envelope. It may be a little more postage, however, processing one at a time has been a better experience in my option.

As we all know at this moment, based on the news, the IRS is behind. The calls are long with no guarantee that you will reach a live person. The other option is to take all of the returns to a local IRS office. I'm not recommending this, it is strictly your option.
The address for the California state tax return, unless specifically stated that a certain year should go to an address, file them using the most recent tax return address.
I agree. Send them individual envelopes. So 5 envelopes. Where did you get the addresses? If they printed out with the amended returns those are for where the original returns would have gone if you didn't need to amend them.
