You will need to be much more specific. What is the problem you are having with your tax return?
Apparently my State tax was due $369 to be deducted from my Fed return. I received a letter from the State for Notice of Returned Payment.
No, you misunderstood. That can not happen. You can only have the Turbo Tax fees for state deducted from a federal refund, not the state tax due. You will still get the full federal refund.
And there might have been a review screen at the end that shows the Net combined federal and state but that was only for your own info. You can not deduct the state tax due from federal. You have to pay the state yourself.

Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo. If you owed tax, it will show the payment information and how/when you decided to pay. Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.

You must have misunderstood something. Taxes owed can never be paid from a tax refund, federal or state.
You pay the state taxes owed as required. Your federal tax refund is an shown on your federal tax return.
How you chose to pay the state taxes owed will be on the State Filing Instructions page included with your tax return.
Sign onto your TurboTax online account - https://myturbotax.intuit.com/
Scroll down and click on Add a State. This will take you back to the 2019 online tax return.
Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return.
